The East African Community (EAC) Secretariat is working to develop a harmonized, integrated and coordinated e-Government Strategy by the end of 2005. 1st East African Regional e-Government Strategic Workshop
November 17-19, 2004
Dar es Salaam, TANZANIA

Workshop: The East African leave in Regional E-Government Strategy Workshop: “e-Government for East Africa Regional Economic Development”

Sponsored by: The East African Community (EAC); the UN Economic Commission for Africa (ECA) and Advancing IT Knowledge in Africa (AITEC)

CePRC supported the attendance of Jacques Bouchard, Senior Policy Advisor, Canadian e-Policy Resource Centre and Ms. Shauneen Furlong, Partner, Territorial Communications Ltd. Mr. Bouchard delivered two presentations centered on Canada’s experience in e-government development. He also conducted an interactive session to address key questions for e-government strategy development. Ms. Furlong spoke about Canada’s e-government policy development and the key challenges faced by the Treasury Board Secretariat in the late 1990’s.

The goal of the workshop was to examine, consolidate, share views and extend the existing consensus in East Africa regarding the strategic priorities for e-government. The workshop particularly focused on raising awareness of the need for a harmonized regional e-strategy as well as to provide a platform for senior officials, private sector and civil society from EAC partner states governments to exchange views on principles, elements and the implementation of national and regional e-strategies.

The conference was attended by 160 representatives from governments, private sector and civil society.

The outcome of this workshop was the establishment of a Working Group comprised of key senior e-government representatives from Uganda, Kenya and Tanzania. This Working Group will proceed to develop integrated national strategies that will allow a harmonized approach to service delivery among the three East Africa Partner States.

This initiative has long term benefits in that the framework can be applied to other African regions.

The CePRC will support a subsequent Working Group meeting in February where the e-Government Regional Framework will be developed.
