The Canadian e-Policy Resource Centre hosts 2nd e-Government study program for African Participants at GTEC 2006

The Canadian e-Policy Resource Centre (CePRC), in collaboration with the UN Economic Commission for Africa (ECA), facilitated the participation of over 54 e-government and ICT policy-makers from 25 African countries at an e-Government Study Program in conjunction with GTEC 2006 held in Ottawa, October 23-27, 2006.

GTEC, an annual 3-day event, is recognized as Canada's most significant forum on the use of technology to improve government services and operations.

The CePRC collaborated with GTEC organizers to ensure African policy-makers were exposed to the latest developments in Canada’s e-government initiatives at the event which featured a comprehensive professional development forum combined with an exhibition showcasing IT products, services, and solutions for e-service delivery. The CePRC, in partnership with over a dozen federal departments, developed a 2-day capacity-building workshop following GTEC that shared Canada’s policy development best practices in areas such as cyber-security, e-commerce and multi-stakeholder consultation. Site visits to key departments delivering e-government services to citizens provided delegates an opportunity to view e-government in action thus making the link between policy development and implementation.

The Hon. Madam Neneh MacDouall-Gaye, Secretary of State for Communication, Gambia, delivered a GTEC keynote address entitled The Advantages and Disadvantages of e-Government in Africa. The presentation outlined the challenges of implementing e-government policies in Africa and examined the need for greater partnerships, particularly in relation to good governance, poverty reduction and the drive to achieve the United Nation's Millennium Development Goals.

On the relevance and impact of CePRC’s e-Government Study Program, a delegate from Mozambique, Mr. Salamao Manhica, Director of ICT Policy stated, “The Canadian approach to e-government is excellent, it is one of the few examples in the world of ever increasing satisfaction of citizens with public services”. Ms. Christine Anyango Agimba, Kenya’s Deputy Solicitor-General commented, “As a legal expert, I can appreciate the practical policy considerations and issues to focus on in developing a more effective policy/regulatory framework and relevant laws to promote e-government in delivering services to citizens”.

In a collective statement, the Francophone African countries of Benin, Burkina Faso, Cameroon, Guinea, Mali, Morocco, Niger, Senegal and Tunisia represented at the event called on CePRC and the ECA to ”consider a proposal from Senegal to host a follow-up to the CePRC event for Francophone countries to share their e-government experiences, promoting south-south cooperation”.

Wendy Ace, Director of CePRC and Aida Opoku-Mensah, Director of the Information and Science and Technology Directorate of the ECA announced the launch of the Technology in Government in Africa (TIGA) Awards to be held in the spring of 2007. TIGA will showcase African successes in the use of Information Communication Technology (ICT) to promote e-government for service delivery to citizens

The Canadian e-Policy Resource Centre, funded by CIDA’s Canada Fund for Africa, builds capacity within African governments to enable policy-makers and regulators to develop effective e-policies and strategies through government-to-government sharing of best practices. As a result of exposure to Canada’s e-government initiative, several African governments have requested Canadian assistance in developing their national e-policies and strategies.

The 3rd CePRC e-Government Study Program will be held October 13-19, 2007.
